The EDGE Requirement in the SHIFA Specification: What You Need to Know

In health centre and hospital tenders under SHIFA (Strengthening Health Infrastructure for All), the technical specification requires the building to obtain an EDGE certificate. We summarise the basics for contractors reading the specification for the first time.

What is SHIFA?

It is an EU (IPA)-funded health infrastructure programme run by the Ministry of Health of the Republic of Türkiye and the Council of Europe Development Bank (CEB). It covers about 60 new health centres, 23 renovations and 1 hospital in 23 provinces and runs until the end of 2027. Building types are family health centres (ASM), migrant health centres (GSM / GGSM) and health centres.

Which certificate is required?

The target document is the Final EDGE certificate. GBCI issues the certificate; a site audit by an independent EDGE Auditor is mandatory. Most completed SHIFA health centres are at the EDGE Advanced level (at least 40% energy savings).

Schedule

SHIFA projects have no separate preliminary (design) certification stage; they go directly to the final certificate. The final certificate is submitted to the contracting authority before provisional acceptance. The site audit and GBCI review take about 4 weeks; this time should be built into the acceptance schedule from the start.

When you work with us

We run the entire EDGE process from contract to final certificate. Consulting (EDGE Expert) and GBCI-approved Approved EDGE Auditor audit in the same team, in a single contract and at a fixed price; no separate auditor fee.
